Measurement and certification of grid-forming properties and instantaneous reserve
The expansion of inverter-based generation plants and storage facilities associated with the energy transition and the simultaneous dismantling of conventional generation with large synchronous generators and flywheels is leading to new challenges in ensuring system stability at a pan-European level, see also EU Regulation 2016/631. Grid-forming properties, in particular the provision of instantaneous reserve, are therefore essential capabilities of generation plants and storage facilities to ensure system stability.
With the publication of the VDE FNN note on the “Technical requirements for grid-forming properties including the provision of instantaneous reserve” in July 2024 and the planned transfer to the technical connection rules VDE-AR-N 4105, 4110, 4120 and 4130, we have harmonized requirements for this for the first time in Germany. On this basis, the Federal Network Agency will introduce the market-based procurement “inertia of local grid stability” in 2025 in accordance with the German Federal Network Agency. § Section 12h para. 1 sentence 1 no. 2, para. 5 EnWG.
Proof (certificate) from an accredited body, such as M.O.E., must be submitted for the remuneration. This is created by us for the manufacturer of the generation unit or storage system on the basis of the FNN notice. The following points are to be evaluated:
We are one of the first certification bodies to be able to issue certificates for this type of requirement. To this end, M.O.E. was audited by the DAkkS as part of the repeat audit. The audit was completed successfully and the updated DAkkS certificate is expected in Q1 2025.
